Dispozitat e tij, n\u00eb vend q\u00eb t\u00eb adresojn\u00eb dallimet objektive midis universiteteve t\u00eb themeluara n\u00eb periudha dhe kushte t\u00eb ndryshme zhvillimi, vendosin standarde formalisht neutrale, por q\u00eb n\u00eb praktik\u00eb favorizojn\u00eb universitetet me struktur\u00eb tashm\u00eb t\u00eb konsoliduar akademike.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb k\u00ebt\u00eb kontekst, Universiteti \u201cSh\u00ebn Kirili dhe Metodi\u201d \u2013 Shkup (UKIM) dhe Universiteti \u201cSh\u00ebn Kliment Ohridski\u201d \u2013 Manastir (UKLO), me num\u00ebr dominues t\u00eb profesor\u00ebve t\u00eb rregullt t\u00eb avancuar, vendosen n\u00eb nj\u00eb pozit\u00eb duksh\u00ebm m\u00eb t\u00eb favorshme krahasuar me universitetet m\u00eb t\u00eb reja. Universitetet e reja dhe private, p\u00ebr shkak t\u00eb historikut t\u00eb shkurt\u00ebr dhe var\u00ebsis\u00eb nga kuadri i ri akademik, nuk kan\u00eb pasur mund\u00ebsi reale p\u00ebr t\u00eb nd\u00ebrtuar nj\u00eb struktur\u00eb t\u00eb balancuar akademike, duke i l\u00ebn\u00eb ato n\u00eb disavantazh t\u00eb konsideruesh\u00ebm.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Propozim-ligji parashikon gjithashtu forcimin e kritereve p\u00ebr avancim n\u00eb thirrje akademike, duke k\u00ebrkuar q\u00eb kandidat\u00ebt p\u00ebr thirje \u2013 docent, profesor inordinar dhe profesor i rregullt \u2013 t\u00eb ken\u00eb publikuar nga 6 deri n\u00eb 7 punime shkencore, prej t\u00eb cilave 3 deri n\u00eb 4 n\u00eb revista t\u00eb indeksuara n\u00eb Web of Science ose Scopus. Edhe pse k\u00ebto masa synojn\u00eb rritjen e konkurrueshm\u00ebris\u00eb nd\u00ebrkomb\u00ebtare dhe p\u00ebrmir\u00ebsimin e renditjes s\u00eb universiteteve, ato nuk marrin parasysh realitetin institucional: munges\u00ebn e infrastruktur\u00ebs k\u00ebrkimore, burimet financiare t\u00eb kufizuara dhe rrjetet nd\u00ebrkomb\u00ebtare t\u00eb k\u00ebrkimit n\u00eb universitetet m\u00eb t\u00eb reja. Pa masa mb\u00ebshtet\u00ebse ose faza kalimtare, k\u00ebto standarde b\u00ebhen disproporcionale dhe praktikisht t\u00eb paarritshme, duke krijuar efekt diskriminues dhe duke thelluar hendekun nd\u00ebrmjet institucioneve.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Analiza e struktur\u00ebs s\u00eb kuadrit akademik n\u00eb universitetet e Maqedonis\u00eb s\u00eb Veriut tregon pabarazi t\u00eb theksuara, t\u00eb cilat propozim-ligji i ri nuk i adreson, por p\u00ebrkundrazi i thellon. Shih tabel\u00ebn.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/koha.mk\/wp-content\/uploads\/2026\/02\/FB_IMG_1770410756444.jpg\" alt=\"\" class=\"wp-image-891862\"\/><\/figure>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/koha.mk\/wp-content\/uploads\/2026\/02\/FB_IMG_1770410744421.jpg\" alt=\"\" class=\"wp-image-891863\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Universiteti \u201cSh\u00ebn Kliment Ohridski\u201d \u2013 Manastir (UKLO) ka 180 profesor\u00eb t\u00eb rregullt (74.7%), 39 inordinar\u00eb (16.2%) dhe 22 docent\u00eb (9.1%), nd\u00ebrsa Universiteti \u201cSh\u00ebn Kirili dhe Metodi\u201d \u2013 Shkup (UKIM) ka 936 profesor\u00eb t\u00eb rregullt (65.7%), 307 inordinar\u00eb (21.5%) dhe 182 docent\u00eb (12.8%). K\u00ebto struktura t\u00eb konsoliduara leht\u00ebsojn\u00eb p\u00ebrmbushjen e kritereve t\u00eb avancimit dhe publikimeve, duke i vendosur k\u00ebto universitete n\u00eb nj\u00eb pozit\u00eb shum\u00eb m\u00eb t\u00eb favorshme krahasuar me universitetet e reja.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb universitetet m\u00eb t\u00eb reja, situata \u00ebsht\u00eb ndryshe: Universiteti \u201cGoce Dell\u00e7ev\u201d \u2013 Shtip (UGD) ka 179 profesor\u00eb t\u00eb rregullt (46.7%), 111 inordinar\u00eb (28.9%) dhe 93 docent\u00eb (24.3%), duke treguar nj\u00eb proces konsolidimi, por pa stabilitetin e universiteteve m\u00eb t\u00eb vjetra. Universiteti i Tetov\u00ebs (UT) ka 151 profesor\u00eb t\u00eb rregullt (36.8%), 146 inordinar\u00eb (35.6%) dhe 135 docent\u00eb (32.9%), nj\u00eb raport thuajse t\u00eb barabart\u00eb q\u00eb reflekton sfidat e m\u00ebdha p\u00ebr konsolidim akademik dhe p\u00ebrvoj\u00eb t\u00eb mjaftueshme p\u00ebr t\u00eb p\u00ebrballuar kriteret e reja ligjore.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Universiteti \u201cN\u00ebn\u00eb Tereza\u201d ka 16 profesor\u00eb t\u00eb rregullt (22.2%), 32 inordinar\u00eb (44.4%) dhe 22 docent\u00eb (33.3%). Kjo struktur\u00eb tregon nj\u00eb munges\u00eb t\u00eb stafit t\u00eb konsoliduar dhe p\u00ebrvoj\u00ebs s\u00eb gjat\u00eb akademike, duke e vendosur universitetin n\u00eb nj\u00eb pozit\u00eb jasht\u00ebzakonisht t\u00eb pafavorshme p\u00ebr t\u00eb p\u00ebrmbushur k\u00ebrkesat e ligjit p\u00ebr publikime dhe avancim akademik.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Universitetet tjera, si Universiteti p\u00ebr Shkenca Informatike dhe Teknologji \u201cSh\u00ebn Apostol Pavle\u201d \u2013 Oh\u00ebr, kan\u00eb vet\u00ebm 4 profesor\u00eb t\u00eb rregullt (28.6%), 10 inordinar\u00eb (71.4%) dhe 4 docent\u00eb (28.6%), duke treguar var\u00ebsi t\u00eb madhe nga kuadri i ri akademik dhe munges\u00eb stabiliteti. Universiteti Evropian Juglindor (UEJL) \u2013 Tetov\u00eb ka 60 profesor\u00eb t\u00eb rregullt (57.1%), 20 inordinar\u00eb (19%) dhe 29 docent\u00eb (27.6%), m\u00eb i favorsh\u00ebm krahasuar me universitetet tjera, por ende larg nivelit t\u00eb konsoliduar t\u00eb UKIM dhe UKLO.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebr m\u00eb tep\u00ebr, ky ligj ka efekte t\u00eb dukshme edhe n\u00eb aspektin diskriminues etnik. Universitetet e Tetov\u00ebs dhe Universiteti \u201cN\u00ebn\u00eb Tereza\u201d, q\u00eb sh\u00ebrbejn\u00eb komunitete etnike m\u00eb t\u00eb vogla, kan\u00eb p\u00ebrqindje m\u00eb t\u00eb ul\u00ebt t\u00eb profesor\u00ebve t\u00eb rregullt dhe varen m\u00eb shum\u00eb nga kuadri i ri akademik. Kriteret e rrepta favorizojn\u00eb universitetet me staf t\u00eb konsoliduar, duke i vendosur k\u00ebto institucione n\u00eb nj\u00eb pozicion t\u00eb thell\u00eb disavantazhi dhe duke e b\u00ebr\u00eb diskriminimin efektiv edhe n\u00eb aspektin etnik.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Propozim-ligji i ri p\u00ebr arsimin e lart\u00eb, megjith\u00ebse synon t\u00eb rris\u00eb cil\u00ebsin\u00eb akademike dhe konkurrueshm\u00ebrin\u00eb nd\u00ebrkomb\u00ebtare, krijon pabar\u00ebsi institucionale dhe diskriminim t\u00eb qart\u00eb p\u00ebr universitetet m\u00eb t\u00eb reja, nd\u00ebr t\u00eb cilat spikat Universiteti \u201cN\u00ebn\u00eb Tereza\u201d. Struktura e tij akademike tregon nj\u00eb raport t\u00eb theksuar t\u00eb profesor\u00ebve inordinar dhe docent\u00ebve krahasuar me profesor\u00ebt e rregullt ku ky raport reflekton nj\u00eb munges\u00eb t\u00eb stafit t\u00eb konsoliduar dhe p\u00ebrvoj\u00ebs s\u00eb gjat\u00eb akademike, gj\u00eb q\u00eb e vendos universitetin n\u00eb nj\u00eb pozit\u00eb jasht\u00ebzakonisht t\u00eb pafavorshme p\u00ebr t\u00eb p\u00ebrmbushur kriteret e rrepta t\u00eb ligjit p\u00ebr publikime shkencore dhe avancim n\u00eb thirje akademike. P\u00ebr m\u00eb tep\u00ebr, Universiteti \u201cN\u00ebn\u00eb Tereza\u201d ka nj\u00eb p\u00ebrqindje t\u00eb lart\u00eb t\u00eb student\u00ebve dhe rritje \u00e7do vit\u00eb t\u00eb numrit t\u00eb student\u00ebve dhe stafit q\u00eb p\u00ebrfaq\u00ebsojn\u00eb komunitete t\u00eb ndryshme etnike. Kriteret e rrepta t\u00eb ligjit favorizojn\u00eb universitetet me staf t\u00eb konsoliduar, duke e l\u00ebn\u00eb Universitetin \u201cN\u00ebn\u00eb Tereza\u201d n\u00eb nj\u00eb pozicion disavantazhi p\u00ebrball\u00eb ligjit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb p\u00ebrfundim, propozim-ligji aktual, n\u00eb vend q\u00eb t\u00eb fuqizoj\u00eb cil\u00ebsin\u00eb dhe konkurrueshm\u00ebrin\u00eb e arsimit t\u00eb lart\u00eb, rrezikon t\u00eb p\u00ebrforcoj\u00eb pabarazit\u00eb strukturore dhe etnike, duke kufizuar mund\u00ebsit\u00eb e avancimit p\u00ebr universitetet m\u00eb t\u00eb reja, private dhe ato q\u00eb sh\u00ebrbejn\u00eb komunitetet minoritare.
