Aktualisht funksionojn\u00eb gjasht\u00eb universitete publike, prej t\u00eb cilave nj\u00eb me status publiko-privat si dhe dymb\u00ebdhjet\u00eb institucione private t\u00eb arsimit t\u00eb lart\u00eb. N\u00eb k\u00ebt\u00eb kontekst, ideja e Ministresh\u00ebs p\u00ebr zvog\u00eblimin e numrit t\u00eb universiteteve mb\u00ebshtetet n\u00eb argumentin e racionalizimit t\u00eb sistemit, me synim konsolidimin e burimeve njer\u00ebzore dhe financiare, rritjen e cil\u00ebsis\u00eb akademike dhe p\u00ebrmir\u00ebsimin e performanc\u00ebs k\u00ebrkimore. Megjithat\u00eb, n\u00eb diskursin publik shtrohet dilema n\u00ebse kjo qasje lidhet realisht me numrin e p\u00ebrgjithsh\u00ebm t\u00eb universiteteve si problem strukturor, apo n\u00eb m\u00ebnyr\u00eb implicite me numrin e universiteteve q\u00eb ofrojn\u00eb m\u00ebsim n\u00eb gjuh\u00ebn shqipe. Kjo dilem\u00eb e b\u00ebn t\u00eb domosdosh\u00ebm nj\u00eb debat t\u00eb mb\u00ebshtetur n\u00eb indikator\u00eb objektiv\u00eb t\u00eb cil\u00ebsis\u00eb, performanc\u00ebs dhe efikasitetit institucional, n\u00eb m\u00ebnyr\u00eb q\u00eb reformat e propozuara t\u00eb perceptohen si funksionale dhe gjith\u00ebp\u00ebrfshir\u00ebse.<br>Nj\u00eb analiz\u00eb krahasuese rajonale mes Maqedonis\u00eb s\u00eb Veriut, Shqip\u00ebris\u00eb dhe Kosov\u00ebs nxjerr n\u00eb pah se Maqedonia e Veriut paraqitet si nj\u00eb sistem me qasje m\u00eb t\u00eb p\u00ebrmbajtur ndaj zgjerimit sasior, por me sfida t\u00eb brendshme strukturore, nd\u00ebrsa Kosova dhe Shqip\u00ebria karakterizohen nga ekspansion institucional m\u00eb i theksuar, kryesisht i mb\u00ebshtetur n\u00eb sektorin privat. K\u00ebto modele t\u00eb ndryshme ngren\u00eb \u00e7\u00ebshtje thelb\u00ebsore mbi efikasitetin, cil\u00ebsin\u00eb dhe q\u00ebndrueshm\u00ebrin\u00eb afatgjat\u00eb t\u00eb arsimit t\u00eb lart\u00eb n\u00eb rajon. Krahasimi i numrit t\u00eb universiteteve n\u00eb Maqedonin\u00eb e Veriut (18), Shqip\u00ebri (39) dhe Kosov\u00eb (41) evidenton dallime t\u00eb r\u00ebnd\u00ebsishme n\u00eb struktur\u00ebn dhe politikat e zhvillimit t\u00eb arsimit t\u00eb lart\u00eb. Nd\u00ebrsa vendet fqinje kan\u00eb zgjeruar sistemet e tyre n\u00eb m\u00ebnyr\u00eb sasiore, Maqedonia e Veriut ka ndjekur nj\u00eb qasje m\u00eb t\u00eb p\u00ebrmbajtur, por me probleme t\u00eb theksuara t\u00eb fragmentimit institucional. N\u00ebse analizojm numrin e universiteteve p\u00ebr kok\u00eb banori Kosova, me nj\u00eb popullsi pothuajse t\u00eb barabart\u00eb me Maqedonin\u00eb e Veriut, rreth 1.8 milion banor\u00eb, operon me 41 institucione t\u00eb arsimit t\u00eb lart\u00eb, q\u00eb \u00ebsht\u00eb m\u00eb shum\u00eb se dyfishi i numrit t\u00eb universiteteve n\u00eb Maqedonin\u00eb e Veriut. Ngjash\u00ebm, Shqip\u00ebria, me nj\u00eb popullsi vet\u00ebm rreth 30 p\u00ebr qind m\u00eb t\u00eb madhe, ka mbi dyfishin e institucioneve t\u00eb arsimit t\u00eb lart\u00eb. N\u00ebse analizohet raporti universitet-popullsi, del n\u00eb pah nj\u00eb tregues ve\u00e7an\u00ebrisht dometh\u00ebn\u00ebs: n\u00eb Kosov\u00eb ekziston nj\u00eb universitet p\u00ebr \u00e7do 44 mij\u00eb banor\u00eb, nd\u00ebrsa n\u00eb Maqedonin\u00eb e Veriut nj\u00eb universitet p\u00ebr \u00e7do 100 mij\u00eb banor\u00eb. Kjo tregon se qytetari i Maqedonis\u00eb s\u00eb Veriut ka dy her\u00eb m\u00eb pak zgjedhje dhe qasje institucionale krahasuar me qytetarin e Kosov\u00ebs. K\u00ebto shifra d\u00ebshmojn\u00eb se sistemi i arsimit t\u00eb lart\u00eb n\u00eb Maqedonin\u00eb e Veriut \u00ebsht\u00eb tashm\u00eb i racionalizuar n\u00eb raport me standardet rajonale, ndaj \u00e7do pretendim se numri aktual i universiteteve \u00ebsht\u00eb i lart\u00eb rezulton faktikisht i pabazuar. Problemi nuk q\u00ebndron te sasia, por te menaxhimi i brendsh\u00ebm, shp\u00ebrndarja e burimeve dhe efikasiteti institucional.<br>N\u00eb diskursin publik shpesh krijohet p\u00ebrshtypja se Maqedonia e Veriut ka nj\u00eb num\u00ebr t\u00eb tep\u00ebrt universitetesh, por t\u00eb dh\u00ebnat statistikore rajonale tregojn\u00eb t\u00eb kund\u00ebrt\u00ebn, pasi vendi ka numrin m\u00eb t\u00eb ul\u00ebt t\u00eb universiteteve n\u00eb rajon. Ky fakt e zbeh ndjesh\u00ebm argumentin p\u00ebr reduktim sasior dhe ngre dyshime se problematizimi mund t\u00eb jet\u00eb i orientuar drejt universiteteve q\u00eb ofrojn\u00eb m\u00ebsim n\u00eb gjuh\u00ebn shqipe, t\u00eb cilat p\u00ebrb\u00ebjn\u00eb shtylla t\u00eb r\u00ebnd\u00ebsishme t\u00eb barazis\u00eb sociale dhe etnike n\u00eb vend. Edhe pse racionalizimi paraqitet si mjet p\u00ebr rritjen e cil\u00ebsis\u00eb, mbetet rreziku q\u00eb kjo reform\u00eb t\u00eb perceptohet si nj\u00eb agjend\u00eb politike. N\u00ebse synimi \u00ebsht\u00eb realisht cil\u00ebsia, zgjidhja nuk \u00ebsht\u00eb mbyllja e institucioneve, por konsolidimi i burimeve brenda strukturave ekzistuese p\u00ebrmes profilizimit akademik, krijimit t\u00eb konsorciumeve p\u00ebr k\u00ebrkim shkencor, vetingut t\u00eb stafit akademik, kalimit drejt financimit sipas performanc\u00ebs dhe digjitalizimit administrativ. Nj\u00eb universitet me staf akademik cil\u00ebsor dhe integritet t\u00eb lart\u00eb shkencor ka vler\u00eb shum\u00eb m\u00eb t\u00eb madhe se nj\u00eb struktur\u00eb e madhe me tituj t\u00eb dyshimt\u00eb.<br>Sfida kryesore e arsimit t\u00eb lart\u00eb n\u00eb Maqedonin\u00eb e Veriut nuk \u00ebsht\u00eb numri i institucioneve, i cili \u00ebsht\u00eb m\u00eb i ul\u00ebti n\u00eb rajon, por m\u00ebnyra e menaxhimit t\u00eb tyre dhe niveli i cil\u00ebsis\u00eb akademike. \u00c7do reform\u00eb q\u00eb synon reduktimin e numrit t\u00eb universiteteve pa nj\u00eb baz\u00eb t\u00eb fort\u00eb meritokratike dhe empirike do t\u00eb interpretohet si tendenc\u00eb politike ndaj arsimit n\u00eb gjuh\u00ebn shqipe.
